Balloon Material: PVC
Simple step-by-step guide for assembling a 18" balloon:
Step 1: Expand the balloon to make it flat.
Step 2: Firmly pull the balloon both horizontally and vertically.
Keep the balloon surface flat
Step 4: Inflate the balloon and stop when the inflation range is about 18 inches (+/- 2 inches).
Step 75: Twist and turn the neck of the balloon by hand.
Step 8: Use the extended tail to tie a knot around the neck of the balloon to prevent the filled air from flowing out.
Step 6: Wrap the LED String around the outside of the balloon.
