I typically do not pick up anything cold shoulder but this one was vintage and just too rocker chick not to grab.
Unfortunately the body if the garment has some round lightened spots that I do not know what are from. I do personally think this will take very well to Black dye, just remove the metal pieces first which is totally doable, they are just knotted on with the fringe.
