In the main story, "Men Call Me The Phantom Stranger," the Phantom Stranger encounters children in a cave attempting to break a curse. He shares a tale of thwarting a Leopard Cult, while Dr. Thirteen, a skeptic, arrives with his fiancée Marie Leeds to debunk supernatural claims, recounting a case where he exposed a fake haunting as a recording. A giant insect appears in the sky, revealed by the Phantom Stranger as a disguised ship used by criminals exploiting the town’s superstitions. The issue leaves the Phantom Stranger’s true nature ambiguous. It also includes two reprinted stories: "The Three Signs of Evil," where the Phantom Stranger saves artist Mark Davis from a cult.
