STOP signs are necessary when engineering judgment deems that one or more of these conditions exist: a minor road intersecting a main one, where the usual right-of-way rule might not ensure compliance with the law; a street entering a major thoroughfare; an unsignalized intersection in an area with signals; and/or high speeds, poor visibility, or crash history suggests the need for STOP sign control.
